tabs can't be moved to left-right

w8-npp 7.3.3 32 bit
my settings have “lock tabs” UNTICKED, meaning I should be able to shift tabs to left right or anywhere.

But I am not able to shift any tab to anywhere.

I have the same problem… I can’t drag & drop any tab to a new position. And also, the option “Lock tabs” is unchecked.
