Tool bar and title bar not responding to mouse (and not painting)

I have installed 7.5.3, after that the icons in the toolbar were no longer visible. In addition to this, when I click in that area or anywhere on the window title bar (maximise, minimise, close, etc) the mouse click passes straight through to the window underneath.
You can’t really see the problem that well in this gif, except you can see that the toolbar isn’t drawing. When the cursor disappears off the recording I am actually clicking Minimize/Close etc.

Looks strange, indeed, did a previous version work for you or is this the first npp version you used?
What kind of setup do you use? Meaning, which operating system, which graphics card what
kind of monitor(s) in which resolution etc …Cheers
