Broken Dialog boxes

when attempting to Save, Save as, open notpad ++ flashes and all i get is a bar across the top of the screen that can not be touched.
Any thoughts

yes, I believe that was the version i was on before the downgrade, I have uninstalled and reinstalled 8.4.9 and it is working.
