Как кодировать текстовый файл в ANSI в нормальный русский язык это баг программы что ли?

Есть текстовый файл выглядит он таким образом кодировка Macintosh
мортификаци¤
мед¤шка
микроузор
наликСкопирован этот текст с другого текстового файла у который нормальный русский язык без ¤ символов
Беру заменяю ¤ на я Кодирую текст в ютф 8 а потом в энси сохраняю перезапускаю текстовый файл и опять то же самое слова с символами ¤ и кодировка Macintosh

There is a text file it looks like this Macintosh encoding
mortification
honey
micropattern
cashThis text was copied from another text file which has normal Russian language without ¤ symbols
I take it and replace ¤ with I Encode the text in UTF 8 and then save it in ensi, restart the text file and again the same words with the symbols ¤ and Macintosh encoding
