The Notepad++ website is blocked in Russia.

For unknown reasons, the site https://notepad-plus-plus.org is not accessible to some users. It is likely that it was accidentally included in the IP address block of the hosting network 92.113.16. We would appreciate it if the site could change its domain and do something about it.

We are fellow users of Notepad++, and can do nothing about the hosting of that domain for you. You would have to bring it to the attention of the developer through the project’s GitHub Issues for him to even know about it.
Further, I doubt he can have any say with his hosting provider to convince them to change the IP address they assign him.
But you should at least let him know.
