Can't scroll the tab bar with wheel if current doc has vertical scrollbar

I love the new ability to scroll the tabs bar with the mouse wheel, but I noticed I can only use it when the current document has no vertical scrollbar (is short enough to be displayed entirely ): if it does has a scrollbar trying to scroll with the mouse pointer over the tab bar, even after clicking it, scrolls the document, not the tabs.
I’d like to know if this happens to everyone, it might well be specific to my system (I’m using a “virtual” wheel, through
a touchpad) or settings.
