Use single location for plugins

I think plugins are stored in PROGRAM FILES, but their CONFIG is stored in USERS.

Isn’t it confusing. Why have two different faraway places for similar things.

of course we can change whether PROGRAM FILES plugins are used or USERS, but even then config always resides in USERS, right?

I think ony single location should have similar things. make it either PROGRAM FILES or USERS - for plugins as well as for their config.
