      I have found the margins (millimeters?) but I cannot seem to find the paper selection preference setting. Is there one – like 8.5 x 11 (Half inch margins)?

        The margins and the page size are independent, and actually controlled by two completely separate processes: the margins are set internally in NPP in the Settings > Preferences > Print > Margins, as you found. (FYI: 0.5in ≈ 13mm).

        Page size is set by the standard Windows printer driver preferences, which you can access in Notepad++ via File > Print, select printer, Preferences, and then pick the appropriate tab (often Paper/Quality) that gives the paper size options.
