Does install option "Don't use %appdata%" actually work in v.7.5.6 ?

I’ve installed v.7.5.6 Npp, but It created respective folder in %appdata% and saves settings here.
Is it a bug or I don’t know something?
I wan’t to save settings in certain folder (lets it be Npp) the same as backup files.
Where this can be changed? Any registry key, or settings file?
