Is license GPL v2 or v3?

Just something I noticed - it’s pretty clear from the repo (and subsequent download) that the license is GPL v2, but why does Notepad++'s homepage point to the GPL v3 page?

yes, you are correct.
at the time of creating the page content, https://www.gnu.org/copyleft/gpl.html pointed to gplv2.
one of the many things to do, documentary-wise (#5309), is to point it to http://www.gnu.org/licenses/gpl-2.0.html.
