7.7.1 not responding

I just upgraded to 7.7.1 this morning, I just installed the latest Windows 7 32bit update:
2019-07 Security and Quality Rollup for .NET Framework 3.5.1, 4.5.2, 4.6, 4.6.1, 4.6.2, 4.7, 4.7.1, 4.7.2, 4.8 for Windows 7 (KB4507420)
Installation date: 7/11/2019 1:49 PM
Installation status: Successful
After restarting 7.7.1 would hang with title bar and empty sessions pane, “not responding”, killed from task manager
Re Downloaded 7.7.1 32bit windows installer , reinstalled, still “not responding”
uninstalled 7.7.1
installed 7.6.6 32bit windows installer, works fine?
