@donho doesn’t often read the forum, and won’t notice problem reports like this.
Many of us (me included) continue to have no problems seeing the manual. But others (you included) seem to be having difficulty – see, for example, this issue. Let us know (either here or in the issue) whether you are using IPv6 or IPv4 (if you know).

I have pinged @donho on the GitHub issue. Hopefully, he’ll be able to figure out what’s going wrong with the system that it’s strangely intermittent / selective in when it works or doesn’t.
