Bug-fix from 7.9.5 RC: Fix the installer error if SaveAsAdmin plugin is absent.

The enhancements & bug-fixes in v7.9.5:

1. Fix Notepad++ not starting up due to SaveAsAdmin plugin (for installer package). (Fix #9514)
2. Fix UNC path with quotes handling in folder & file Open/Save dialog. (Fix #9582)
3. Fix file doesn’t save as extension type on Windows 7. (Fix #9657)

Let’s break silent mode: please let me know the result (successful/failed) after installing Notepad++.

@mere-human Could you test the release and confirm me if your fixes work in this RC2 please?

Tested x64 installer and x64 portable on Windows 10 and Windows 7 VM.
I verified vairous file dialog scenarios as described here:

Haven’t found any issues. Fixed bugs are not reproducible as well. Looks good to me.
