Problem with numbers

When I download notepad++ from any download link, version 6.9 instead of 0,3,5 and 9 it says ~ and = for them. I’ve deleted, uninstalled, reinstalled, everything and I cant figure it out

which keyboard layout is active?
Do you use a laptop? Are those number keys mapped to other chars as well, like the ones you mentioned.
Laptops do have a special function key which maybe is activated?Cheers
