Open with NPP from a right-click on .htm file opens file in IE

We’re running Windows 7 64-bit NPP v6.9.2 where dragging and dropping a .htm file into an open NPP window works normally.
However, from Windows Explorer if I right-click a .htm file to edit it in NPP I select Open With > Notepad++ as I’ve done without issue for years, but now .htm files won’t open from the right-click menu in NPP, they open in IE instead without error messages. NPP does not start at all.
How might I restore the original behavior?
