    recognize time change (daylight saving on/off); don't conclude all open files have changed

      Twice a year, when the time changes (daylight saving on/off), NPP prompts me to resave every open file. I’ve learned the hard way that the best response is to say “no” to all save prompts (otherwise there are secondary consequences). Ideally, NPP would recognize the time change and “ignore” it. IIRC it also does this whenever I change the time zone setting in my OS. I’m posting this so others can confirm that this happens to them, and to ask whether this is something that I should post on GitHub as an issue.

      I was using NPP v6.5.5 Win32 (which I thought was the latest – a separate issue), when it happened again this morning (California, USA). I just upgraded to v7.3.3.
