Pc won't boot.

Allright so I installed notepad++ and runned it. After a few seconds my pc froze…Allright no poblem. I started booting it up and in like the windows 10 thing after the circle spins twice the screen completly freezes…any solution other then reinstalling windows? Can I try uninstalling notepad++ with cmd?
