I used notepad++ to write a html file and a linked css file to it and its not accepting the first command line of the css. can someone help me fix it or direct me to another css compiler?

Isn’t that a browser problem?
I’m sure NPP can ‘read’ any file but the parsing is done in a web browser.
Or maybe I misunderstand your problem.
