Making defining custom lang - vCard formating - I can’t make mumbers rules.

For string like CHARSET=UTF-8;ENCODING=QUOTED-PRINTABLE:=D0=9C=D0=BE=D0=BA=D1=80=D1=8B=D0=B9 =D0=9D=D0=BE=D1=81
(assuming It’s similar to non-unicode ip addressing)
With=suffixing - prefixing is not right…
2.1 The “Attributes” ( https://ru.wikipedia.org/wiki/VCard ) - are not operators:
they are only “Keywords”, aren’t they?
2.2 There are only real operators are::,;and=, aren’t there?
2.3 Should I highlight so called Parameters attributes in another color that main ones, what do you thing?- If I’ve done well shall I publish my this variant vCard formatting for others?
