Who is able to enforce infringement violations of scammers using the name notepad++?

A quick review of the main site and I couldn’t find anyone to contact besides Don Ho the author, who I felt kind of iffy about bothering with this. Just search the google play store for notepad++ and youll see the apps im trying to get taken down.
I already reported it to Google, but as a 3rd party I feel like ill probably get ignored, if someone from a NPP domain contacts them itll likely get a quick reaction. Any one know who can do this?
