Russian does not work with xml from APIs folder

For my language I make a xml file from the sql-language file in the APIs folder and changed its name.
It works fine, but I have the functions in Russian. When I changed some of the functions in a file to Russian, these functions do not appear in the autocomplete list. I tried to change the encoding of the xml file, but it did not help.Help me please and sorry for my English.
