HTML Tag Attribute Editor Dialog

Is there a plugin that will show a tag editor dialog that allows you to enter the various attributes for a tag? An old program, Homesite, would do this when pressing say F4 while in an IMG tag: https://i.imgur.com/CFo1WAi.png
