XML Manifest error for IRS ACA - HELP!

Hi, I need your help.
First, I am not an XML coder so I will not have the proper technical terms to describe my situation but I hope someone can help. I am trying to upload the ACA 1095 forms to the IRS. It requires an XML manifest. I am using a manifest file I uploaded successfully last year but this year I am getting a major error.First I received the error: bolded text"[TPE1118] Our system has detected UTF-8 BOM encoding in the Manifest file and cannot be interpreted."
So I used Notepad++ v 7.6.3 and converted the file to UTF-8.
However, now I get the message: bolded text"[TPE1105] Our system has detected a potential threat in the Manifest file you are attempting to transmit and it cannot be transmitted. This may be due to malformed XML."
I compared the file to the info on IRS publication 5258 and it looks identical. So I started from scratch and recreated the file by cutting and pasting the code directly from the IRS publication into Notepad++, made sure my coding was set to UTF-8 and Language XML. I made sure that every line had a beginning code and matching ending code. But I still receive the error: “[TPE1105] Our system has detected a potential threat in the Manifest file you are attempting to transmit and it cannot be transmitted. This may be due to malformed XML.”
The only thing I noticed when in Notepad++is that the first line had the bolded text<? andbolded text ?> highlighted The full line is:
<?xml version=“1.0” encoding=“utf-8”?>I removed the ? which then the highlighting went away but I still get the same error message.
Does anyone have experience with the Manifest file for the IRS upload of the ACA 1095C Forms? Any help would really be appreciated!! I would truly be grateful!
I called the IRS but they cannot assist with technical issues. It is not a system problem with them.

i apologise, that no one online today has experiences in xml data transmit formatting for the irs.
your question was not inappropriate at all. but i think most of us have little to no experience in what you need.
best suggestion is to call the irs customer support, if they have such a thing, or to conduct a google search.

might be to you, but i guess it’s due to linguistic differences.
to me, inappropriate has the meaning of obscene, rather than misplaced.
