Problem with Cyrillic characters

Hi
I have a .csv file where much of the text is Cyrillic. I’m trying to use "convert to UTF-8 in order to import this file into our database. Clearly I’m doing something wrong as the text after importing still shows as ???.
Can anyone help?

I do this: select everything and then copy … then convert the encoding … paste from the clipboard and save
The most interesting why Sublime Text does not break the Cyrillic alphabet when you convert encoding?
