Making sections of a file read only

Is it possible to make certain sections of a file read only? I’m looking for something similar to Restricted Editing that can be used with MS Word. I want to set an exam for students using Notepad++ and want to make it so that the questions cannot be deleted and that the answer for each question can be typed underneath. The exam will be asking Python coding questions.
