file open/save as menus always are full screen version

When I want to ‘open’ or ‘save as’ a file the related menu always open full screen. I am unable to resize menus to a more reasonable size. I there an option I am missing?
Notepad++ v7.8.6 32 bit

Normally a double click in the title bar should restore it to be able to resize it.
