Why are certain main menu features not found in the Shortcut mapper settings?

I want to add a shortcut for Edit > Line Operations > Remove Consecutive Duplicate Lines, but it doesn’t show up in the Shortcut mapper settings, even though I’ve already added one for Edit > Line Operations > Sort Lines Lexicographically Ascending. Why is that?

I guess because a developer forgot to add it? :-)
If you want to get it added, you can make a request by following the instructions provided HERE.
As a workaround, you could record the operation into a macro, and then bind your desired keycombo to that macro.
