Insert internal hyperlink

Is it possible to insert a hypertext link at the beginning of a page which would allow direct access to a line of the edited file?

I don’t believe any of the current the MS Windows implementations of the file: URI scheme support ‘fragments’ (the #label at the end of a URI that directs the browser to jump to the matching label in the targeted HTML file).
