        It’s working for me. I just “installed” the portable version of the one you mentioned. Typed in some garbage over more than 10 lines so it forces the leading zero if the option is ticked and I got this:

        So the question is, did you select the option in Column editor to add leading zeroes?

          I agree with @Terry-R that it is working fine in 8.1.4
