Find&Replace does not work in UI

Find/Replace functions have been disabled? e.g. in 8.1.9.2?
Ctrl F and Ctrl H, just make the title to gray.How to enable these functions?

The Find window remembers where you last put it, so, if this is on another monitor, so be it.
