TOS/EULA and VDI?

I work for a community college on a software and licensing team. The college is currently in the process of deploying VDI using enterprise level Hyper-V.
I have been tasked with confirming if the TOS/EULA permit use of Notepad ++ in non-persistent virtual desktop environments. I read the terms of use/EULA but felt that it did not explicitly address our situation.
Is it possible to contact the dev team directly to request permission for non-profit/edutional use? I am aware that the terms do outline permissable non-commercial usage in a broad sense, but I still need to make the attempt to get written permission.

Notepad++ is licensed under GPLv3. IANAL, but I understood that to mean that non-profit/educational/non-commercial distribution of the unmodified program was permitted. If you have to get “written permission” from every GPL3 product you use, I feel sorry for you.

@PeterJones Thanks for taking the time to reply. I have the same understanding as you but still have to make the effort. Fortunately, I only have to log the attempt then push the matter further up the team ladder.
