EOL Code Removal in Double Quote

I have a csv using , as delimiter and " as quote and \n as line breaker.
Some records has a line breaker code \n in a text field and Notepad++, Excel, PowerBI parse it as new record, corrupting the table.
Since the line breaker code in the text field is same as the code to break for new record I have trouble replacing the wrong line breaker.
I have used regex to find ^“(.)[\r\n](.*)”$ then replace “$1 $2”, while it works for the records with error it also removed line breakers of clean row.
I wonder if there’s another way I can try to correct the CSV file.

Problem solved, I eventually found out that the error comes in \r\r\n, replaced them and all is good.
