what is this? Is it a weird form of text ? how to change it to normal text

@Nguyễn-Đông It is some sort of binary data file, not a text file. Usually binary data files start out with a header that provides a clue as to what it is. That particular file does not have an obvious header.
Whatever it is, it’s not something you would want to edit with Notepad++. The file name
liteBulletCfg.bytesimplies it’s a support file for one of your applications though we don’t know which one. -
