Can't run without <!DOCTYPE html>

Hello,
If I start my html or php file and don’t place <!DOCTYPE html> above it, it doesn’t do anything. Example:
Doesn’t work:
<?php
error_repeat(0);
session_start();
?><!DOCTYPE html>
<html>
<head></head>
</html>Can you help/fix it please?
