Can't see russian symbols (and can't convert)

I made little video with my error.
Windows Notepad open files good, but in Notepad++ I can see just lowcase symbols, and cannot see uppercase (russian symbols). If file was created with Win Notepad…

Anyone can help? (ENcoding and Converd encoding doesn’t work for this charset)

Keep in mind, when comparing font/encoding with different programs,
make sure they use the same font/encoding.
