Comments in "shortcuts.xml"

What are the rules for inserting comments in “shortcuts.xml”?
I have some long and complicated search-and-replace macros, which I need to edit and annotate frequently. Inserting <-- Comment --> lines sometimes had no effect, but sometimes N++ seems to edit them out, and occasionally it reverts the file to default.
So, what kinds if comments are permitted, does the tabulation matter, and what should I avoid?
