Python Script to add text with incremental numbers

I want to use python plugin in Notepad++ to auto fill the text in a opened Notepad++ file.

The file has three sections:

1. start route-map permit number (will increment by 10 )
2. route-map name
3. A list of IP addresses

From file like this:

100
ROUTE_MAP_POLICY_NAME
239.0.0.1
239.0.0.2
239.0.0.3

I would like to build the output like below in a new file in notepad++:

route-map ROUTE_MAP_POLICY_NAME permit 100
match ip multicast group 239.0.0.1/32
route-map ROUTE_MAP_POLICY_NAME permit 110
match ip multicast group 239.0.0.2/32
route-map ROUTE_MAP_POLICY_NAME permit 120
match ip multicast group 239.0.0.3/32
