downloading issues!

I am trying to download notepad for a class and I clicked on download on the left side but it takes me to a screen that just sits there…nearly blank and does not give me the option to download (like my guidebook is telling me…supposed to have a boc with an arrow to download). Please help! I need this soon for my class!
