view horizontal ruler/character numbering/position counter

I would like to be able to view horizontal ruler/ character numbering / position counter (however you want to call it),
just as vertical line numbering (as already supported).

Is this already supported in Notepad? And, if so, how to enable it?

Not supported by Notepad++.
The TextFX plugin has an Insert Ruler function. However, it inserts a ruler as text in your file.
