Plugins --> Plugin Manager --> Show Plugin Manager
Under Available plugins it shows up EMPTY
Only when I click on the setting to show unstable and in development plugins does it show any entries.

did you try to restart npp??
Which version of plugin manager are you running?
Please post your debug-info as well.
