Notepad does not open good file content

Hello,
When I open the file C:\Windows\System32\Recovery\ReAgent.xml with Notepad ++, the tags in the xml file are not filled in.
But when I open the same file in Notepad or in command-line with “type” command, the files is ok.

Why ?
