Tooltips on toolbar icons

Is there a way to have tooltips shown when hovering over toolbar icons (that is, is the feature merely turned off and I can’t find the way to turn it on, or do tooltips not exist at all)?
The version is 7.5.3 32-bit.

There’s no way to turn it off or on, just shows it by default.
