HELP! i can't go to settings

i changed the toolbox icons but i don’t like it so i want to change and there is no settings button, basically all the configurations buttons are gone. please i need help.

Is NPP in full screen mode?
Key F11 switches between the standard and full screen mode.If you see the Menu Bar, go to Settings > Preferences.
On the center panel in “General” in the Toolbar section uncheck either “Hide” or select one of the icons selections.
