how to comment url with spaces?

I try to use url to a file on my disk in a Python code comment
I use Notepad++ for this
My path C:\Users\Igor\Desktop\Test doc.txt contains a space
This way with %20 works
#file:///C:\Users\Igor\Desktop\Test%20doc.txt
But if I have a lot of spaces in a path I want to use another way, maybe with quotes, but these two examples don’t work
#file:///%22C:\Users\Igor\Desktop\Test doc.txt%22
#file:///“C:\Users\Igor\Desktop\Test doc.txt”
