Today when I launch NP++ (7.5.6) I get a warning about “could not download plugin” and when I open plugin manager I just see “still downloading plugins list…”.

    The resources list at https://notepad-plus-plus.org/resources.html
points to a plugin discussion forum at
    https://sourceforge.net/forum/forum.php?forum_id=482781|
which is 404, so I’m posting here. Just wondering if anyone else is having this, or whether this is a local problem.

If the issue still exists, see https://github.com/bruderstein/nppPluginManager/issues for a problem report.

I just did an uninstall of the 32 bit version of Notepad++ and installed the 64 bit version when I realized that the machine I am working on is 64 bit, and yes, I am having the same issue with the following error message:
There was an error downloading the plugin list. Please check your internet connection, and your proxy settings in Internet Explorer, Edge or Chrome.

this error can occur when the name of the plugin file does not match the name of the olugin file specified in the download manager. You should contact the publisher of the plugin.
            Regards

See https://github.com/bruderstein/nppPluginManager/issues/114. Could be also a problem with the available TLS version and ciphers supported by windows schannel.
