change how many lines down the Left side number list starts?

I’m not a coder or tech person so, for this example, I’m using *“AGNL” to refer to the
Auto Generated Number List that is on the left page side.
**KEY ** first column 1 = AGNL | second column = bullet list or number typed in by the user

The first AGNL is “1” and I would like to push the numbering system down by ( x )amount of lines with no numbers.
is there a way to change how many lines are pushed down before the AGNL starts?
e.g. A
TITLE Line (AGNL 1)
TITLE Line (AGNL 2)
TITLE Line (AGNL 3)
1_______This is where I would like the AGNL to start
2
3

e.g. B
1_______0) TITLE Line
2_______0) TITLE Line
3_______0) TITLE Line
4_______1) This is where I would like the AGNL “1” to start.)
5_______2) This is where I would like the AGNL “2” to start.)
6_______3) This is where I would like the AGNL “3” to start.) etc.

*(please inform what the correct name is?)

It’s called “line numbering”.

Nope, not a reasonable way for a non-coder / non-tech person.
