js file not loading

the .js file is simply not loading anymore:

<style> .forms_padding{margin-top:5px; margin-bottom:5px;} </style><script src=‘C:\Users\rgh\Dropbox\Roland\JavaScripts\RGH_JavaScript.js’>
alert(“hello”);
</script>
</head>I used forward slashes, same result, simply not loading
