Press return on keyboard; only get CR no LF in text

When I edit a file, and I press return, with EOL mode set to Windows CRLF format, I am only getting the CR and no LF in the file. I have uninstalled all plugins related to things like auto-indent and formatting with no luck. Does anyone have a suggestion? Thanks
