Plugin Admin won't download plugins on non-portable, x86 Notepad++

Hi, I’m having trouble with Plugin Admin. It doesn’t download anything at all. I’m using Notepad++ on my home network, I don’t use any kind of proxy. I also made sure that every group has full explicit permissions to read and write on %ProgramFiles(x86)%/Notepad++ and %AppData%/Notepad++.
What am I missing?
To further clarify, I get the plugin list and I’m able to select what I want, but after allowing Notepad++ to restart, the download never goes further than 0% and Notepad++ simply launches again, as it was before.
A little side symptom is that the list on Plugin Admin won’t scroll with the mouse wheel, but it did so when I used a portable installation (which could also download plugins normally).
Btw, the reason for this new build is that I decided to switch from x64, which worked fine, but missed lacked some plugins I wanted (Tidy1 and TextFX).
