Balloon popup with button hint?

I was using NPP v. 8.1.4 and just realized that no popup comes out when hovering a button in the toolbar (any button).
I updated to v. 8.1.9.1, hoping it was fixed in the new release, but nope… Apparently there is no way to have some info on what buttons do and I’m forced to guess it by trial and error.
…Or maybe there’s some option I missed in the Preferences menu?Kind regards,

It doesn’t help you, but I’ll say that for me hover popup hints on the toolbar work just fine in these releases.

Oh, yes, Artie, I’ve never noticed this yet, but you’re right : if focus is on the
Find
dialog, the popup hints do not appear anymore when hovering the toolbar buttons ! When focus is, again, on an editor window, everything is OK !So, of course, all the following options are concerned :

Later that night, while resisting falling asleep (when all the good ideas seem to arrive…) I thought that ‘Find’ being open may be the tip of the iceberg. But, I didn’t remember that thought until this evening, by which time you had researched it from all angles. Excellent job! -

thanks for your attention.“Unfortunately”, in my case, I don’t even have any window open, other than the NPP main window.
I was doubting I had set some strange option i nthe configuration, but apparently there is actually an issue…

Does Notepad++ have input focus at all when you are trying this? The previous discussion concerned having the Find window open with input focus, but the hover tips also fail to appear if Notepad++ main window doesn’t have focus. There will be a change in the appearance of a toolbar button the mouse is pointed to in this case, but no hover tip pops up.

Yes, in my case, NPP’s main window has focus (I’m editing a file).
Some update from my side:
I tried NPP on my desktop PC at home, where I have v. 1.8.9, and balloons show correctly (apart from the cases already mentioned by @guy038 )I also got NPP Portable from PortableApps.com, which is v. 1.8.9 too, and tried it on my laptop (where issue occurs with the non-portable application): there too, the balloons show up with the portable version.
At this point, my suspects go to some configuration issue, i.e. some plugin I have installed…

Do not do anything with portableapps.com, as that is not a recognized or supported provider of Notepad++. The official portable version of Notepad++ is on Notepad++'s own web site.
